Trump’s Russian diesel deal won’t change US oil markets much: Analysis

Maximilian Hess, a fellow at the Foreign Policy Research Institute and founder of the political risk consultancy Enmetena Advisory, speaking from London, says Donald Trump’s diesel deal with Vladimir Putin won't meaningfully affect US oil markets. Hess says the initial 300,000 tons of Russian diesel is less than a day of US transport diesel use, and further amounts would be only a few days’ worth. He says it is unclear whether Russia can deliver, as it has not exported diesel since July because of Ukrainian strikes. He calls the move “far more rhetorical” than a new sanctions move, noting that one-month waivers covered almost all Russian crude in March and April. He says the Lindsey Graham sanctions act has an October 19 deadline for some new measures. It puts sanctions in law, making them harder for Trump to lift, though he can suspend many. The suspension is written for six months.

Middle East conflict could escalate even as Hormuz oil flows recover: Expert

Maximilian Hess, Principal at Enmetena Advisory, says the conflict in Yemen could escalate further even if the Strait of Hormuz crisis is resolved, as Houthi forces continue to threaten Saudi Arabia and key shipping routes. He also warns of further energy market shocks amid constrained LNG supplies and limited prospects for renewed U.S.-Iran diplomacy.

Markets, not politicians, will decide oil and gas flows once Hormuz reopens, analyst says

Leaders of the G7 countries said they will reduce their dependency on the Strait of Hormuz. In a statement released, they said they will diversify energy supply routes to reduce global reliance on the strait. The leaders also said they will commit to increase energy stocks. Roughly 20% of the global oil consumption and liquified natural gas passes through the Strait of Hormuz. Maximilian Hess is a fellow at the Foreign Policy Research Institute. He says the statement released by the G7 leaders is an appeal to Trump.

A New Playbook: Making Sanctions More Effective

In recent decades, sanctions have become the tool of first resort for governments seeking to exert pressure on hostile regimes or malign actors. Favoured by Western democracies for being more effective than diplomacy and less costly than military intervention, sanctions have evolved significantly in both scope and precision. Today’s measures increasingly target individuals and entities—rather than entire nations—avoiding the sweeping harm once inflicted on civilian populations, as seen in cases like Yugoslavia and Iraq.

Why hasn’t the West seized Russia’s frozen sovereign assets?

The U.S. government is reportedly becoming more “assertive” about backing the confiscation of roughly $300 billion in frozen Russian sovereign assets to provide an alternative funding stream for Kyiv. The news comes amid faltering efforts in Europe and Washington to approve the budgetary allocations needed to sustain aid for Ukraine, which presumably makes it even more attractive to force Russia to foot the bill. Kyiv’s most ardent supporters in the West say the seizure of the immobilized Russian state assets is long overdue. In fact, that the seizure hasn’t happened already is both alarming and confounding to many people.

The U.S. Treasury Department identified a few dozen persons and entities, freezing any of their assets in the United States and banning Americans from doing business with them.
